Family Services

In 2009, SET’s Family Empowerment team provided case management services for 688 low-income, high-risk, central city individuals. Case managers also provided short term assistance to over 230 additional clients.

Family Empowerment offers individualized case management designed for families with children or grandchildren from birth to early adulthood. SET’s case workers make regular home visits in order to build trusting relationships with each family member. Case workers encourage families to set realistic goals in the areas of housing, health, education and employment.

2009 Community Impact

72% of families served achieved two or more of their goals by obtaining such services as health insurance or rent assistance.

100% of families served received assistance with food, clothing, appliances and bus tickets.

80% of families with children have improved or maintained parenting skills in the areas of health care, school participation and quality family time.

96% of families have utilized community resources when needed throughout the city of Milwaukee.

60% of housing participants obtained permanent housing within 24 months of entry in Project Restore.

71% of participants increased or stabilized their income upon completion of the program.

51% of unemployed participants obtained the skills needed for employment.

Parklawn Employment Project(click to view)

Residents at the Parklawn public housing development received job seeking assistance. Nearly 80 participants learned job searching techniques, interviewing etiquettes and how to write a resume.

It can be difficult for participants to acquire employment without a driver’s license. For that reason, participants lacking a license were offered driver education classes to increase their chances of finding a job.

A main focus was on participants who did not have a high school diploma. Participants were encouraged to complete the GED or a High School equivalent program.


Project Restore (click to view)

SET’s Project Restore, in collaboration with the National Development Council, Milwaukee’s Friends of Housing, and the US Department of Housing and Urban Development, serves residents of 49 apartment units, all of whom were previously homeless.

Social work case managers assist each participant with acquiring the essential services needed to move toward greater health and financial stability.


Children with Special Health Care Needs (click to view)

Often times, low income families with special needs children do not know where to find assistance. The Children with Special Health Care Needs Program, in collaboration with Children’s Hospital of Wisconsin, helps families find the essential services required to improve their children’s lives.

Between July 2008 and June 2009, the program served nearly 60 children up to age 21. To qualify for the program, children must have an ailment that will last a year or longer, such as asthma, diabetes, blood disorders or cancer .

Case Managers worked with parents as they planned doctors appointments and filled out insurance applications. Whether it was finding a vision specialist or obtaining equipment such as a wheel chair, SET’s Case Managers were ready to assist.
